What’s a mobility budget (Belgium only)?

The mobility budget is a legal framework that allows companies to offer employees who benefit (or are entitled to benefit) from a company car, a customized and more environmentally friendly mobility budget. In concrete terms, if you as an employer decide to introduce the mobility budget in your company, your employees can exchange their company car (or their right to a company car) for a mobility budget.

The mobility budget is therefore a sustainable alternative to the company car, while at the same time allowing both the company and the employee to benefit. In short, this measure enables every employee who is entitled to a company car to become a player in his or her own sustainable mobility.

What’s the BIK for a company car?

The Benefit In Kind (BIK in English) is an advantage that an employer or company grants to a member of its staff (company car, cellphone, laptop, etc.). This benefit of any kind is considered as professional income. The employee who benefits from it will therefore have to pay taxes on the amount corresponding to the value of the benefit in kind. In the case of a company car, it is provided to an employee for personal and business use, with the associated costs covered.

The BIK of a company car will depend on the type of engine of the vehicle. Here are the BIK formulas for 2023:

  • Diesel:

catalogue value x [5.5 + ((CO2 emissions - 67 gr/km) x 0.1)] % x 6/7 x car age coefficient

  • Gasoline, LPG and CNG:

catalogue value x [5.5 + ((CO2 emissions - 82 gr/km) x 0.1)] % x 6/7 x age coefficient of the car

  • Electric:

catalogue value x 4% x 6/7 x age coefficient of the car

Notes:

  • The minimum amount of the BIK is 1540€/year.

What’s the TCO and how do you calculate TCO 1 - TCO 2 - TCO 3?

The total cost of ownership (TCO) estimates the cost of owning a vehicle for a company by integrating different variables: rent, fuel, taxes and charges as well as tax deductibility. At present, no official formula exists to estimate a TCO but three layers are more commonly accepted to get a better understanding of a company car global cost:

TCO 1 includes the cost of leasing, the cost of fuel and the CO₂ contribution.

TCO 2 includes the TCO 1 and additional taxes related to non-admitted expenses, linked to the deductibility percentage of the vehicle, on leasing cost, fuel cost and BIK (17% or 40% non-admitted expenses).

TCO 3 includes the TCO 2 minus tax savings, linked to the deductibility percentage of the vehicle, on leasing cost, fuel cost and CO₂ contribution (100% deductible as a social security expense).
